This standard describes a formal, implementation independent representation of changes in datasets. It is in principle a generalisation of the implementation dependent representation being described in ISO 19118, which is strongly tied to XML. This standard thus supplements existing international standards on an imple-mentation independent level but is otherwise intended for a co-ordinated use. Besides being a pure generali-sation, this standard offers possibilities in excess of those given in ISO 19118, with the help of some con-structions that support the use of transaction and version concepts and offer the possibility to attach meta-data to transaction and change information.
This standard includes

— that existing features have been removed
— that existing features has been modified concerning attribute values
— a simplified transaction concept
— that transactions may consist of transactions
— management of metadata for modification business
— management of version identities
This standard does not include
— normative specifications or mechanisms for unique identifiers
— descriptions of procedures for the management of changes in hypothetical applications
Note that this standard assumes the use of ISO 19118 for all XML implementation, among other things for identification and reference from feature to feature type catalogues.
In comparison with those parts of ISO 19118 that concerns representation of change, the following is added to the standard:
— a transaction concept
— management of metadata concerning transactions and changes
— possibility to solve conflicts regarding transactions and version identities
These additions are made on an implementation independent level that does not exist in ISO 19118.
